Orange County Man, Putnam Woman Arrested By State Police Child Abuse Unit

An Orange County man and a Putnam woman were arrested by the state police Child Abuse Unit for unlawfully operating mental health offices in the area.

Elder Talentino, 53, of Monroe and Margaret Patterson of Lake Peekskill, also known as Charlene Patterson, 79, have been arrested on charges of unauthorized practice of a profession, the educational law felony, police said. 

A joint Investigation with Orange County Child Protective Services and Orange County Fraud revealed that Patterson, a licensed MSW (Master of Social Work), was aiding and abetting Talentino, who was purporting to be both a psychologist and/or psychiatrist with a PhD, but was treating clients without a license, state police said. 

The investigation also revealed that Talentino was also purporting to be an FBI agent, police said. 

Patterson and Talentino worked in offices located at 124 Main St. in the Village of Chester and The Center for ADHD at 32 South St. in the Village of Washingtonville, according to police.

Additional charges are pending, state police said.
